Description of Services:

The City Council is the elected policy-making body for the City of Spencer. They are regularly asked to make difficult decisions based on information and recommendation provided to them by staff, as well as input from the community. The council members are responsible for adopting ordinances, setting policy, adopting budgets and approving the capital improvements plan. They typically meet on the first and third Mondays of each month, but due to the nature of city business, they may be called in for special meetings or workshops. Five council members are elected by ward and the remaining two are elected at-large. The mayor serves as the chief executive officer and presiding officer of the council. The mayor attends many events throughout the year as the ambassador of the city. They mayor does not have a vote, but may veto resolutions and ordinances that have been passed by the council. The mayor is elected to a two-year term and the council members are elected to staggered four-year terms.
