Spencer also provides its residents with an opportunity to recycle and dispose of green waste, brush, trees, grass clippings and other natural materials at the city’s Grass & Brush Site located approximately 1 mile north of West 18 th Street at 18 th Avenue N. This grass and brush site is open to residents of Spencer 24 hours a day, seven days a week. No solid waste, garbage, tires, or any other non-naturally decomposing materials may be disposed of at this site. In the city’s efforts of recycling and composting natural grass and brush materials, there is also a large pile of natural compost available at the site for residents to take to use in supplementing their gardens or other landscapes with native compost. NORTHERN PLAINS REGIONAL LANDFILL The City of Spencer disposes of its solid waste refuse at the Northern Plains Regional Landfill. In 2002, the City of Spencer took possession of and now owns and operates this regional solid waste landfill. The city’s intent of running this landfill is to provide the residents of Spencer an environmentally sound solid waste management facility. According to the landfill’s website, www.spenceriowacity.com/landfill.php, the overall goals of the Northern Plains Regional Landfill are: 1. To operate a cost effective and an environmentally sound landfill facility 2. To comply with Federal and State solid waste management regulations for the operation of this landfill 3. To educate everyone who uses this landfill facility about property waste management The Northern Plains Regional Landfill is located 27 miles east/northeast of Spencer or approximately 4 miles south of the town of Graettinger along Highway 4 in Palo Alto County. Specifically, the Landfill is addressed as 3032 420 th Street, Graettinger, Iowa 51342. The landfill is open Monday through Friday from 8:30 a.m. to 3:00 p.m. However, this landfill only accepts waste from waste haulers. Private individuals are not allowed to bring household waste directly to the landfill. Currently, the Northern Plains Regional Landfill is the depository for solid waste for the City of Spencer, all cities and the unincorporated areas in Emmet County, all cities and the unincorporated areas in Palo Alto County, all cities and the unincorporated areas in Pocahontas County, and the cities of Whittemore, Bode, Terril and Superior. Due to current Iowa DNR regulations, the following items and materials are not accepted at the landfill: appliances, automotive or deep cycle batteries, car bodies, any hazardous waste, livestock carcasses, paunch manure, tires (any size), and yard waste.
