Spencer Water Treatment Plant The City of Spencer has offered water service to its residents since 1886. In 1942, when SMU was formed, the municipal utilities took over daily operations and management of the city’s wells, water treatment plant
and distribution system. In 2011, the city and SMU celebrated 125 years of providing a safe and reliable water service to the community.

To this day, SMU strives to maintain water quality for the community and will continue such in the future. To emphasize this point, in 2017, SMU is completing a significant upgrade to the city’s water treatment plant located along 32 nd Avenue West across from the city’s industrial park in the northwest corner of Spencer. Improvements to the plant were made to increase capacity, safety and reliability of the system. Another phase of this overall project included the drilling of new city wells to replace two wells that have met their useful life.
SPENCER SOLID WASTE COLLECTION & RECYCLING The City of Spencer provides the service of residential solid waste collection and collection of recyclables. Customers are provided one 72- gallon container for solid waste garbage and one 96-gallon container for recyclables. Solid waste refuse is collected every week and recyclables are collected once every two weeks. Residential garbage is collected on Mondays north of W. 4 th Street and west of Grand Avenue, Tuesdays north of E. 4 th Street and east of Grand Avenue, and on Wednesdays south of East and West 4 th streets. The city currently operates two (2) automated residential garbage collection trucks, two (2) commercial trucks, a cardboard commercial truck, two (2) transfer trailers, two (2) roll-off trucks and various other equipment.
Within the City of Spencer, is the city’s Solid Waste Transfer Station located at 3101 West 18 th Street for the disposal of solid waste and recyclable materials. The transfer station is also the location of the Spencer Hazardous Materials collection site. All commercial business and contractors are required to stop at the front office and pay for garbage or construction materials dropped off at the transfer station. There is a $10 fee for any vehicle that is not tarped or does not have a secured load when delivering materials to the transfer station. The Spencer Transfer Station is also a drop off point for residents or businesses looking to dispose of white goods, electronics, tires, construction materials, and other goods not typically accepted with the usual garage pick-up. These items can be disposed of for a nominal fee.
