ADMINISTRATION - LEGAL

DEPARTMENT INFORMATION The Administration - Legal budget accounts for the legal expenses of the city not attributable to an enterprise operation or other function. This expense also accounts for the monthly retainer paid to the City Attorney to cover attendance at Council meetings. Expenditures for legal assistance out of this budget in FY17 decreased by $6,456.72 (-10.31%) compared to FY16. Overall legal expenditures for all funds decreased dramatically in FY17 over FY16 by $25,441.01 (+28.65%) . The City utilizes two law firms for the majority of its legal work. Hemphill Law Office in Spencer is the general City Attorney and handles the majority of all city legal issues. Dorsey & Whitney in Des Moines is utilized by the City for legal assistance with development agreements, TIF and debt issuance. The majority of the increases came from less activity with Dorsey & Whitney. This was the result of additional TIF

Development Agreement's and the issuance of debt in FY17. For FY17, the City paid each law firm the following amounts: Hemphill Law Office $ 71,096.47 Dorsey & Whitney $ 43,158.50 TOTAL $114,254.97
