DEPARTMENT INFORMATION

The Spencer Police Department serves and protects the citizens and the community. With a sworn police force of 19 officers, including the Chief, the Department provides 24 hour protection. In addition to protecting the community, the Department does traffic enforcement, safety demonstrations, participates in the annual school bike rodeo, case investigation, security at various community functions and the Clay County Fair and participates in the School Resource Officer with the Spencer School District. Total expenditures for the department were $1,493,483.67 for FY17, an increase of $134,650.54 (+9.91%) over FY16. Part of the overall increase comes from an increase in salaries, an increase in the SRO salary, and increased towing expenses. As with all Department, FY17 saw a 27th payroll in the fiscal year sue to the timing of the payrolls. This extra payroll was budgeted, but demonstrates an increase over the previous fiscal year. Also, FY17 saw the departure of three offices from the department, Lieutenants Micah Van Otterloo and Mike Weber and Office Tyler Heck all left the department. Their departures caused increased salaries due to the payout of earned benefits. The City tries to offset the impact to the budget with unplanned departures by delaying the hiring of replacements, but this may not offset the full budgetary impact due to staffing levels during the interim period. The Department expended 96.91% of its budget.
