FUND INFORMATION

The City owns and operates the Northern Plains Regional Landfill located south of Graettinger, Iowa. This fund accounts for the business-like activities of the landfill operations. The Landfill is funded primarily through tipping fees that users of the landfill pay to dispose of solid waste. The Landfill serves the City of Spencer, unincorporated Clay County, Emmet County, Palo Alto County, Pocahontas County and the cities of Bode and Whittemore. Revenues for FY17 were higher than FY16, an increase of $227,136.08, (+9.58%) . The increase can be linked primarily to an increase in the amount of material received and the associated user fees. Operating expenditures, net of transfers, increased in FY17 versus FY16 an increase of $161,233.16 (+10.52%) . The increase can be attributed to an increase in Contractual Services and mandatory transfers to the Post Closure and Closure accounts. Salaries saw a decrease due to accounting changes described in the Sewer Operations section of this report. The Landfill Operations Fund unassigned balance on June 30, 2017 was $658,278.88 , a 8.47 % increase from FY16. This amount represents 51.11% of the City's FY18 budgeted landfill operating expenditures, net non-mandatory transfers. In all of the City's major funds, the City strives to have at least 25% of the coming fiscal year's expenditures in the fund as a unassigned fund balance.
