FY 17 Annual Report
Enterprise Capital Improvements Fund
2017
CITY OF SPENCER, IOWA
2016 WWTP IMPROVEMENT
PROJECT #607
PROJECT INFORMATION
The project consists of three phases. The first phase will construct a new cover on the primary digester unit as well as adding a boiler to heat raw sludge. The second phase will modify the existing chlorine contact tank to install an UV disinfection system to treat the effluent prior to final discharge. The third phase of the project will modify existing piping in the Headworks building basement and install a new boiler system. The disinfection is being mandated by the Iowa DNR as part of our plant operations. Heating of the sludge will aide in digestion, resulting in less sludge that will need to be land applied. The city will be issuing debt through the State Revolving Loan Fund to cover the expenses of these improvements. The project is in the design stage and is expected to be let out to bids in early 2016 with a 2017 completion deadline.
