PROJECT INFORMATION The East 4th Street Overlay project is a joint project between the City of Spencer and Clay County. Project construction is not scheduled until FY16, however the City needed to purchase additional right-of-way for the widening of the shoulders in FY14. The County will take the lead on the project and also act as lead engineer. The funding for the project will come from a MAP-21 grant with the City and County picking up the remainder of the project. Since the total project goes from 10th Avenue East along East 4th street and then continuing along County Road B24/350th Street, until Dickens, the County will have a larger portion of the total project cost. The overall cost will be split proportionally based on road jurisdiction. The City's portion of funding will come from the Street Improvement Reserve.
