Spencer Cultural District In November 2004, downtown Spencer was designated as a Cultural District by the Iowa Department of Cultural Affairs. This designation for Spencer is a notable example of a true grass roots effort on behalf of a group of concerned citizens interested in sustaining and developing Spencer as a cultural center. This group of Citizens is also responsible for the creation of SPACE or the Spencer Alliance for a Creative Economy.
