5 th subdivisions primarily between Kristin Drive and W. 16 th Street near 17 th Avenue West. A recent subdivision consisting of 27 new single family residential housing units was built in 2015-16 in the IGL Subdivision south of 13 th Street SW on the city’s south side of the community. It is expected that continued single family residential growth will occur adjacent to or near existing subdivision development in the northwest and southern portions of Spencer.

The city’s multiple family residential developments are scattered throughout all parts of the community. There are three distinct manufactured home parks within the community; one on the

west side located at the intersection of 32 nd Avenue W and W 4 th Street. The other two manufactured home parks are located to the southwest and northeast of the Post Office on the city’s north side. Housing intended for lower income and affordable housing options are located along portions of East 19 th , 20 th and 21 st Streets. Pockets of multiple family housing are also located near the northwest corner of the Clay County Fairgrounds at West 18 th Street and 11 th Avenue W, along with a development of multiple family dwellings south of the Spencer Country Club between West 11 th and West 10 th Streets. Lastly, multifamily residential uses intended for senior housing or assisted care housing can be found south of the Clay County Fairgrounds and within the St. Luke Lutheran Home campus on the city’s southeast side. Existing residential neighborhoods in Spencer are expected to remain viable with older units being rehabilitated or replaced with new construction or consolidation of older residential lots for accessory buildings or garages.
